Evaluation and Appraisal Report (EAR)
What is the EAR?
The Evaluation and Appraisal Report (EAR) is a document that provides an assessment of the Comprehensive Plan, required every 7 years to determine where and if the existing Comprehensive Plan has succeeded or failed. Each goal, objective and policy is assessed for its strengths and weaknesses, and proposed changes are discussed. The EAR is not a new vision or plan for the County; however, it sets the stage for amending and updating the Comprehensive Plan’s data and analysis, goals, objectives, and policies, updating the plans maps and considering changes to the future land use map.
The EAR is the first step in amending the Comprehensive Plan. St. Johns County anticipates submitting the EAR to the Department of Community Affairs (DCA) in December 2007. Amendments to the Comprehensive Plan will then be completed approximately one year after the EAR is completed.
